Can I be reimbursed for these procedures via HSA/FSA Accounts? 

Unfortunately, no. Per the IRS, these types of accounts are not allowed to be used for reimbursement for cosmetic procedures. I am checking on a monthly basis to see if requirements have changed, but as of now, most likely any claims will be denied.
